A Message from Superintendent Dave Harper

Dear Keota Families and Community Members,

I’m honored to introduce myself as the new Superintendent of Schools for the Keota Community School District. It’s a privilege to join a community known for its commitment to student success and strong local values.

Over the past 25 years, I’ve served in a variety of educational leadership roles—including special education teacher, principal, and superintendent—most recently as the Chief Operations Officer for Ottumwa CSD. My background also includes 24 years of military service with the Iowa National Guard, where I learned the importance of teamwork, integrity, and responsiveness.

Keota has a proud tradition, and I’m excited to work alongside staff, families, and community partners to continue that momentum. I believe in open communication, practical problem-solving, and fostering an environment where students feel supported and inspired.

Please know that I’m approachable and eager to connect. I look forward to working with you, listening to your ideas, and celebrating the achievements that make Keota an outstanding district.
